Community Capital of Maryland, Inc. (CCM) is a private, non-profit loan fund, created in 1982 to support the revitalization of low and moderate income communities and the creation of affordable housing for low and moderate income households throughout the Baltimore region. From the organization's inception through June of 2000, the organization was first known as the Baltimore Region Community Development Corporation, then as the Baltimore Regional Community Development Corporation. In 2002, the organization changed its name to Community Capital of Maryland, Inc.

Created by the now-defunct Regional Planning Council as part of that agency's regional housing strategy, CCM is a completely independent 501 © (3) organization and is not affiliated with any other organization. In 1998, the U.S. Department of the Treasury certified CCM as a Community Development Financial Institution (CDFI).

Over the years, CCM has utilized funds from a variety of sources. A federal Areawide Housing Opportunity Grant of $646,000 provided the initial capital base. This has been supplemented over the years by: a grant from the Baltimore Regional Council of Governments amounting to $369,000; program earning in excess of expenses; and, repayment of mortgage subsidies which had been provided through another Council housing program.

CCM has made more than 70 direct short-term loans totaling in excess of $10 million to support production of almost 1,000 housing units.
